Morocco Unveils 2034 Goals to Transform Waste Management and Boost Recycling

Morocco is taking a major step toward greener waste management with a new national strategy aimed at shifting from landfilling to waste recovery by 2034. Interior Minister Abdelouafi Laftit announced that a series of new waste treatment facilities and landfill rehabilitation projects are already in progress as part of the National Program for the Recovery of Household and Similar Waste (PNVDM) for 2023–2034.

The program is backed by a budget of 21.14 billion dirhams and includes the construction of modern waste recovery and landfill centers, the closure and rehabilitation of outdated dumpsites, improvements to street cleaning services, and the rollout of updated equipment to support more efficient waste collection.

To support the initiative, the Ministry of the Interior is allocating about 450 million dirhams per year. An additional 400 million dirhams is expected annually from the national FALSEEUR fund, which supports both liquid and solid sanitation.

Launched from a 2021 partnership between several ministries and the cement industry, the plan also aims to incorporate more household waste into industrial processes and expand waste sorting infrastructure.

Currently, only about 7% of Morocco’s municipal waste is recovered—mainly due to the high moisture and organic content that makes recycling more difficult. The government aims to boost this figure to 25% by 2034, while also achieving full urban waste collection and street sweeping coverage across the country.

The ministry is also helping municipalities prepare feasibility studies and design tenders tailored to their local needs. Officials emphasize that the reform is not just about sustainability—it’s expected to attract investment, support small and medium-sized businesses, and create new jobs in the green economy.
